●搞好安全工作，重在加强安全人才建设 褚福银 聂欣 构建社会主义和谐社会，是党中央从贯彻落实“以人为本”的科学发展观、全面建设小康社会的全局出发而提出的一项重大任务，安全发展则是建设和谐社会的重要方面。近年来，党和政府采取了一系列强有力的措施，促进了安全生产状况在总体上的稳定好转，但就全国而言，安全形势仍十分严峻。安全人才队伍发展呈不平衡状态，人才总量不足，专业人才素质不强，科技人才缺乏，法律素质不高，知识结构不合理等问题，也是制约安全生产工作长效发展的原因之一。在全社会高度重视安全生产工作的今天，如何采取切实有效的措施，加强安全人才队伍建设，培养和造就一支规模宏大、结构合理、素质较高、勇于创新、乐于奉献的优秀安全人才已成为安全监管系统面临的一个重大而紧迫的课题。 一、当前安全人才队伍的现状 纵观建国50多年来的历史，我国的安全生产工作有过波动甚至倒退，但经过多年努力，安全生产总体上不断向前迈进，国家安全监管体制日趋健全，安全生产工作取得了长足进步。目前，各省(自治区、直辖市)以及地(市、盟)，92％的县(市、旗)都建立了安全监管机构，配备了相应的工作人员。全国共有安全监管人员约4.85万人，但从全国现有企业和管理范围讲还是不足。同时，我国正处于工业化和城镇化快速发展期，安全生产基础还较薄弱，安全生产形势依然严峻。这与安全生产形势严峻迫切要求需要更多、更高质量的安全人才的要求还存在着较大的差距。 l、人才总量不足，人才结构不合理 我国是一个发展中大国，安全生产摊子大、任务重。2005年底全国共有各类煤矿2.5万处，全国非煤矿山11.5万处，危化品生产企2.27万家，烟花爆竹生产企业7000家，建筑施工企8.78万家。全国汽车3200万辆，加上摩托车、农用车辆等，机动车保有量1.3亿辆。要做到安全工作万无一失、几万无一失，任务重、难度大。这就需要有大量的高素质的安全监管人才队伍。而我国目前，安全专业人才占安全监管系统人员总数的比例低，人才匮乏，高层次科学技术人才又严重短缺，导致安全监管工作发展后劲不足。以煤炭为例，全国原有15所煤炭院校，除中国矿业大学之外，1998年之后相继换了牌子，将原来的采掘工程、通风安全、矿山机电等专业进行了撤并改造。据对其中9所原煤炭院校统计，1999－2002年共毕业学生38000人，到煤炭行业就业的公3538人，占9.3％，平均每年不到900人。而我国从事安全科学技术研究机构才50所，专业技术人员也不过5000名。同时，安令监管队伍现有人才主要集中在政工、管理等系列，而科技、法制、文化等专业人才缺口非常大，装备、应急救援等人才也较缺乏。另外，年龄结构也不尽合理，严重影响了安全监管工作的健康开展。 2、法制素养有待加强，执法水平有待提高 安全监管工作必须在法律的贯彻执行上依法监管，动真从严。现在，社会上对安全生产执法工作有一些批评，认为失之于宽，失之于软。安全监管人员的法制政策水平不高，缺乏科学的执法态度和知识，责任意识不强，对安全监管工作存在不认真，主动监管意识不强，从而造成“执法不严、工作不实”等问题，是影响安全执法的权威性、严肃性和神圣性的症结之一。 3、业务素质参差不齐，人文素养有待加强，创新能力亟待提高 安全生产工作涉及行业广泛，其中涉及到矿山、非煤矿山、危险化学品、建筑、烟花爆竹、特种设备、交通、消防等很多具体的安全科学知识。因此要求安全监管人员要具备一定的安全专业知识、素质和要求。而现实的安全监管队伍中，“科班”出身的较少，很多是半路转行才参与到安全监管工作中，专业知识不合理，业务素质是“边摸边学，边学边干”。过多的注重安全技术，硬性修养有余，人文素养较缺，缺乏管理、执法、监管、科研创新的愿望和动力，从而造成监管的效率不高。 二、加强安全人才队伍建设的重要性和紧迫性 安全人才是实现安全发展的基础和主体，他们的知识结构和专业技术在安全监管工作中发挥着极其重要的作用。可以说，能不能实现安全发展、保障人民群众生命财产安全和健康在很大程度上将取决于安全人才。在关爱生命、关注安全、以人为本的今天，大力加强安全人才队伍建设，实施“人才兴安”战略，己显得尤为重要、紧迫和现实。 加强安全人才队伍建设，是落实以人为本和立党为公、执政为民的执政理念，实现安全发展，建设和谐社会，保障人民群众生命财产安全的前提和保障。人才是第一战略资源，是第一生产力。全面加强安全人才队伍建设，就要坚定不移地走人才兴安之路。坚持以安全人才能力建设为中心，以人才制度改革为动力，以人才结构调整为主线，着力加强管理型、科技型、文化型、政工型、经营型安全人才队伍建设。唯有安全人才队伍的全面开花，才会结出人民群众幸福安康的硕果。 加强安全人才队伍建设，是提高安全监管队伍整体素质，增强凝聚力和战斗力的内在需要。我国的安全监管队伍大都是从劳动部门、经贸和煤炭系统过渡而来的，普遍现象是综合素质低、安全专业知识缺乏、执法水平不高等，这种现象严重阻碍了安全监管工作的质量和水平。要按照分类建设的原则，对症下药，梯度推进，最大程度地开掘安全监管人员的潜能，逐步推进他们素质的全面提高。 加强安全人才队伍建设，是实施“科技兴安”战略的重要内容和保证。“科学技术是第一生产力”。安全科技是最关键、最基本的安全生产保障手段，应用现代的安全技术措施是提高安全生产保障水平的最直接、最有效的工具。科技型安全人才是安全生产工作的主导力量。加强安全人才队伍建设，重要之一就是要把“科技兴安”战略落到实处。要实施“科技兴安”战略，通过推进安全技术进步、技术创新、技术开发和技术应用来促进安全监管工作的长效发展，这就必须要依靠掌握更高的安全科技专业知识，敢于创新的安全科技人才。 加强安全人才队伍建设，是落实“人才兴安”战略的具体举措和应有之意。现今，安全生产越来越受到党和政府的重视，追逐安康已成为全社会的共同希冀。可以说，这是实现安全发展的最好机遇期、黄金期，但工业化进程的加速，也给抓好安全生产带来了前所未有的挑战。迎接挑战、抓住机遇首先就是人才。所谓“盖有非常之功，必得非常人才”。我们必须要把“人才兴安”落到实处，为安全监管具有先进的技术、完善的法制、文化的繁荣，提供前进的动力和活力。 三、加强安全人才队伍建设的对策与建议 胡锦涛总书记在中央政治局第30次集体学习会上强调指出，要把“安全发展”作为一个重要理念纳入我国社会主义现代化建设的总体战略，这是我们对于科学发展观认识的深化。加强和谐社会建设，必须从关系人民群众切身利益的现实问题入手，抓好安全生产这个世人关注的热点和难点。依据十六届五中全会《建议》提出的“十一五”期间要使安全生产状况进一步好转的奋斗目标，十届全国人大四次会议通过的规划纲要把安全生产列为专节，规划“十一五”期间亿元国内生产总值生产安全事故死亡率降低35％，工矿商贸企业十万从业人员生产安全事故死亡率降低25％。目前这两个指标和道路交通万车死亡率、百万吨煤炭死亡率，已列入国家统计指标体系和统计公报。而我国是一个正处在工业化发展过程中的国家，生产力水平较低，安全生产基础薄弱，安全工作任务重、难度大。能否做到发展不以牺牲人的生命、损害劳动者的健康为代价。能否使重特大事故得到遏制，减少事故造成的创伤和震荡，保持社会安定有序和人民群众的生命财产安全，关键就要看安全监管系统能否有效地建设出一支相当数量和高素质的安全人才队伍。 1、创新安全监管队伍的用人机制 良好的用人机制是安全监管队伍成长的前提和保障。安全监管部门一定要营造有利于人才稳定，有利于人才发展的机制和环境。要加快人事制度改革步伐，完善和创新“公开、平等、竞争、择优”的用人机制，做到人尽其才，才尽其用，人才辈出的用人环境。健全竞争机制，完善考核制度，真正实现“能者是、平者让、庸者下”的用人制度。同时，要建立和完善奖励制度，坚持以绩论能原则，重能力，重实绩，重贡献，使安全监管人员干有目标、干有评价、干有奔头。 2、加大安全专业人才的培养力度 安全监管决策层要采取多种渠道，多种形式，落实培养措施，利用现有的教育资源，培养更多的安全专业人才。教育部、发改委、财政部和安监总局要采取相关政策，扩大地矿类专业招生规模，实行对口专招、委托培养和奖学金制度等办法，鼓励安全工程、劳动保护、矿山通风安全和一些行业安全工程的毕业生投身到安全生产工作中来。同时还要鼓励企业与高等院校合作办学，大力发展职业教育。积极发展和规范注册安全工程师执业资格的管理，为安全生产工作跨越式发展提供重要保证。 3、加强安全监管队伍的培训建设 安全监管部门是安全监督管理的主体和支柱，要充分利用自身的安全教育培训机构，有计划、有重点地加强安全监管内部队伍的培训建设。加大培训力度，采取在职学习、脱产培训、知识讲座等，为安全监管人员充电。要加大人才投入的力度，设立人才培训专项基金，实行专款专用。扎实推进学习型队伍建设，鼓励安余监管人员通过多种途径和形式参加学习，使学习成为安全监管人员发展的内在需求。实施全员教育工程，建立激励机制，提升安全监管人员的知识和专业水平。只有人人都接受教育培训，人人都能提高综合素质，才能为实现安全发展提供组织保证。 4、加快安全高尖人才的引进步伐 近年来，随着国家对安全生产工作的重视，安全监察机构和人才队伍得到了长足的发展。但随着安全监察的难度和强度的加大，对安全监管高层次人才的需求将越来越大。要突出重点，认真研究安全监管人才结构和安全监管任务对人才的需求，确定紧缺人才，集中力量，重点投资，重点引进高尖安全人才。要加强与政府有关部门和科研院校的联系、沟通和合作，采取灵活多样、有效的措施，通过“候鸟型”、“借脑法”等方式，加快吸引有较高政策、法制，专业技术、国际视野、勇于创新，敢于监管的管理型安全人才、科技型安全人才等。 抓好安全人才队伍建设，实施“人才兴安”战略是事关安全发展能否实现的关键性环节，又是一项复杂的系统工程。只有真正摆到战略的高度，按照“分类管理”的原则，推动安全人才协调发展，才能够推动安全监管工作的健康发展，从而实现安全生产工作的稳定好转。 褚福银：江苏省安监局宣传教育中心主任 聂欣：南京人学新闻传播学院新闻系
